Overview

The Office of Human Resources (OHR) is responsible for several functional areas which include Employment, Benefits, Policy Development, Payroll, Employee Relations, Human Resources Information/Records Management and Compensation.  There are a total of 10 full-time staff members and two Contingent staff members who support the office and its function.  The goal of the office is to provide support for the faculty and staff to fulfill the Mission of the Office of Human Resources and Bowie State University. 

In this regard, the Human Resources staff is committed to devoting efforts and resources to the following areas:

  • Recruitment – It is the goal of the OHR to attract, retain, and train highly qualified faculty and staff at the institution to ensure that they assist the University in meeting its mission.  Positions are advertised and competitively staffed through the University’s recruitment process.  Subsequent to employment, faculty and staff are introduced to technology and training to ensure they are equipped to function effectively.

  • Placement – Faculty and Staff members are provided a competitive salary through compensation administration to ensure that we foster an environment that will attract and retain competent employees.  Regular salary increases are provided in the form of Cost of Living Adjustments (COLA) and Merit increases which are based on performance, and End of Probationary increases for the Nonexempt staff. 
  • Benefits – Attractive medical, retirement and leave benefits are provided to staff through the State of Maryland.  Employees have a choice of Health Maintenance Organizations (HMO), Preferred Provider Options (PPO), and Point-of-Service Plan (PPO).  In addition, employees are provided with a Retirement Plan through the State of Maryland or given a choice of an Optional Retirement Plan if they are Exempt Staff.  All employees may also contribute a certain percentage of their pay to a tax-deferred Supplemental Retirement Plan or an after tax plan.  The University offers a generous leave plan (sick and annual) for employees to utilize.
  • Payroll - Long Term Contractual faculty, Regular and Contingent Staff members are paid on a bi-weekly basis.  All non-faculty staff have access to a Web Time Sheet which is accessed from work or home.  Contractual faculty is paid on a predetermined schedule throughout the semester.
